Italy takes aim at its foot with new aviation 'luxury' tax

Italy has introduced a new 'luxury tax' on private aircraft which will have a serious impact on the aviation industry and is likely to cost the country more than it brings in in revenue. The new tax will be levied on a sliding scale from €1.5 per kilogram per year for aircraft under 1,000 kgs to €7.55 per kg for aircraft over 10,000 kg, with helicopters paying double. While the tax will further depress aircraft ownership in Italy, it could affect every pilot in Europe because it applies to any private aircraft, of any nationality, which remains on Italian territory for 48 hours or more. Not only does that make visiting Italy expensive, but even passing through the country becomes risky. A weather delay, a mechanical problem, or industrial action by ATC could land the transiting pilot with a tax bill running into thousands of euros.

Aviation unites to challenge EASA fees

The entire aviation world has mounted a concerted challenge to EASA over its scale of fees and charges, which are characterised as inexplicably high and are acting as a major drag on the aviation industry in Europe. IAOPA has joined organisations representing every facet of regulated aviation on the EASA Advisory Body in writing to the Chairman of the EASA Board of Management expressing concern at the damaging effect of EASA’s fees. The letter singles out for special attention the wholly disproportionate charges levied on general aviation and demands that they be reduced through a programme of cost-cutting at EASA. 

The text of the letter, addressed to Mike Smethers, Chairman of the EASA Board of Management, has been agreed by organisations as diverse as Airbus, the International Air Transport Association, the Association of European Airlines, Rolls Royce and the European Business Aviation Association as well as IAOPA. It indicates that EASA’s overheads are running out of control at a time when economies of scale should be bringing them down and points out that EASA’s labour charge – €246.38 per hour – is wholly out of scale with labour costs in the industry and twice as high as those of other aviation regulators. It also calls on Europe to accept more bilateral agreements which mean EASA would not spend money re-certificating equipment which has already been acceptably certificated by third countries.

Two years grace on third-country registrations?

Pilots and operators of aircraft on the N-register continue to be the meat in the sandwich as Europe and America attempt to resolve trade issues, and the future does not look promising. EASA’s proposals to hamstring the N-register operator in Europe have been put back to 2014 and are now said to be subject to bilateral negotiations which may or may not produce a workable compromise – and the evidence of recent history indicates that no user-friendly solution will be found. In fact, it seems we have won a two-year grace period before the boot goes in.

‘Split the difference’ on safety?

A high-level conference on ‘EU aviation safety management towards 2020’ brought together some 200 regulators and industry representatives in Brussels in January, including European Aviation Commissioner Daniel Calleja, EASA Executive Director Patrick Goudou, Brian Simpson MEP, Chairman of the European Parliament’s Transport Committee, Bo Redeborn of Eurocontrol and Nancy Graham of ICAO. And while little that is new was brought forward, there are reasons to be cautiously optimistic about some of the old things that were repeated.
On third-country registrations, Brian Simpson spoke briefly of the work that is being done on bilateral safety agreements, including those with the United States; referring to FAA licenses he turned to look directly at Patrick Goudou and said: “I just thought I’d mention it!” So we are not totally without friends in this debate.

Unidos frente al registro November

Tres de los más fuertes grupos de defensa de la aviación general en Europa han unido sus fuerzas para oponerse a los planes de la AESA para que sea ilegal para volar en Europa en un tercer país de licencia por más de un año. IAOPA Europa, la European Business Aviation Association y la Asociación de Fabricantes de Aviación General han firmado una carta conjunta al Comité de la EASA de comitología que deliberará sobre la propuesta de la AESA y manifestó la preocupación de la aviación general y la advertencia de que la propuesta perjudicará a la industria.
